Japanese banks (again!)

Hi team,

Sorry I didn't do an entry yesterday - I was busy trying to get some business cards printed for BTB Press (my publishing company). I was also having more stressful experiences with Japanese banks. I think I mentioned this before when we talked about the idea of 'good service', but I do not care if bank staff are very polite when they tell me that they can't do what I want them to do; I just want them to do it! Yesterday, I was trying to cash a cheque (小切手） that I was given when I went to Malaysia. The bank I went to yesterday said 'We can't do that here' which was a bit surprising given that they are the biggest bank in Japan.

I said, "I understand that you can't give me cash now, but can't you just check my identity, send the cheque to whichever part of your bank deals with cheques, and then pay the money into my account later?" The answer?

申し訳ありませんが…

This morning, I went to another branch of the same bank that the first branch had told me could deal with cheques. After about 30 minutes of checking and reading manuals, they told me that they couldn't do it because my account was with the branch I had been to yesterday! Apparently this is because the system is changing, and they will be able to do it if I wait another 2 weeks. I asked if I could bring back all the forms I had already filled in, but they said, "Those have to be thrown away now, and you will have to write them all again next time you come."

I also wanted to change some yen into US dollars, but apparently they (and all the other local banks) have run out of dollars because so many people are buying them now to take advantage of the high yen. So, despite the fact that I was in the bank for about 45 minutes, I wasn't able to do any of the things I went there to do.

Mind you, at least Japanese banks are not collapsing because they don't have enough money. Have you been watching the news about UK and American banks? It's all a bit scary. The only good news is that the pound has fallen dramatically against the yen, so I will be rich when I go home at Christmas.

今回のDavidの文、内容がわからない箇所があったので、どなたか教えていただけますか？
マレーシアで受け取った小切手を現金化するためにDavidは銀行へ行ったんですよね？でもそこでは現金化は出来ないと言われた。そこでDavidは今すぐ出来ないのなら、後で口座に振り込んでもらえるかと聞いたところ、それも出来ないと言われた。なので、小切手を取り扱っている別の支店を教えてもらって、その銀行へ行った。（ここまで合ってます？）
ところが、その支店でも出来ないと言われた…、ここからがわからないんです。なぜこの支店でも出来なかったのですか？円高のことについても書いてありましたが、それと関係あるのですか？

Amicaの解釈、合ってるよ。　その続きは・・
別の支店に行ったら、今度は口座(取引)がないから(Davidの口座は昨日行った支店にあるから)すぐには出来ない(←これはどうやらシステムが変わったかららしい)、手続きするなら2週間かかると言われて、Davidが今回記入した用紙をまた使えるかどうか聞いたら、それは破棄して、次に来た時に新しく記入しないとダメと言われた。
それと、いくらか円をアメリカドルにしたかったんだけど、今はそういう人が多くてドル不足で出来なかった。　で、45分間銀行にいたけど、結局何にも出来なかった。　という事だと思います＾＾

Lucky you, David. you can get money at some stage can't you??? and it takes just two weeks.
I am sure you know how long does other banks in europe take to do something .

Whenever I go back to japan, I feel like japan is a bit too much service for everything.
I however complain about their service after staying in Japan two weeks and get annoyed even with small stuff.
That is very interesting isn't it???
If same things happens in europe, I can wait.
but I can't wait for it in japan;)

Hi David,

I understand your feelings. You lost your time in the banks, didn't you? But you know, I was working in a bank before I got married, and my husband is still working there, so I guess I should stick up for bankers.
Have you heard of Private Information Protection Law? It came into force about 3 years ago, and because of that, you have to fill in forms in front of bankers in principle.(個人情報保護法に基づく本人確認義務の為に面前で自書が原則) It's a rule to protect customers' accounts(and banks!)
I talked about your experiences to my husband, and he said he understood the situation and the branches you went. He says if he has a new customer with a cheque who has no account with his branch(小切手を持ってきた一見客), he would usually turn him/her down, but in your situation, you have your account with the first branch, and they told you to go to another branch that deal with cheques, so the second branch should deal with it. It usually takes 2 weeks if your cheque is from Malaysia because they actually send it to Malaysia. If your cheque is from Japan(東京交換), it usually takes a few days.

‘They always put their convenience before what's best for their customers.’ My husband agrees with you. He says he often feels sorry for customers, but he has to follow the rules that people upstairs made. You know, those people don't know their customers and think about what's best for them.

Hi David, Hi everyone,

I'm sorry to hear you had a complaint with Japanese bank again.
The bank will doing with manual. You went to another branch of the same bank but they didn't have a relationship of the other branch.

I didn't understand as David mentioned, 'at least Japanese banks are not collapsing because they don't have enough money. '
'not collapsing' means 破綻しない、and banks don't have enough money. お金を持っていない。it doesn't make sense?
I think that Japanese banks also collapse same as UK and American banks.

Did you invested money in yourself for US dollars?

Anyway you were unlucky in the bank.

Hi everyone,
The other day, I went to lunch with my mother and grandmother. We went to a French restaurant which was located on a hill. It was unfortunately raining on that day, but the view from the restaurant was good, and the foods delicious. After lunch, we went to "おめざフェア" which were taking place in department store. Did you knoe "おめざフェア"? We can buy various foods that was introduced on the TV show "はなまるマーケット" there. The day we went was a weekday, but the floor was crowded. We could try most of foods sample there, and they were delicious, so I wanted to buy everything if I could! We bought some foods (including sweets!). Oh, I have forgotten that I'm on a diet!

Hi everyone,

"At least Japanese banks are not collapsing because they don't have enough money" is quite a difficult sentence. The meaning is not 「お金が足りないからつぶれている」　but 「（イギリスの銀行と違って、日本の銀行は）お金が足りないことが原因でつぶれているわけではない」. In other words, banks in the UK are having to get money from the government, but Japanese banks are not in such a bad position. I said "At least ..." because I was adding a good point after a list of complaints.

By the way, my complaint about the bank was not that it was going to take a lot of time to cash the cheque (I wasn't expecting to get cash there and then). I didn't understand why one branch of the bank couldn't take the cheque, send it to the main office, and then pay the money into my account later. It seemed as if I was dealing with two different banks, even though it is all one company. I also couldn't understand why it took them 45 minutes of my time to figure this out!

People often ask me what surprised me most when I first came to Japan, and my answer was always (1) automatic doors, and (2) banks. Automatic doors surprised me because they open so slowly that you have to stop before you walk through them. Japanese banks surprised me because everything was so old-fashioned. Now there are 24-hour ATMs in Japan, but every British bank had these when I was in high school! I know cheques are not very common in Japan, but the one I have is an international bank draft from HSBC, one of the world's biggest banks, and I was disappointed that a Japanese bank seemed to be having so much trouble dealing with it. In any other developed country, it would not have caused any problems at all.

Thanks for the explanation. That's a difficult sentence! I knew all the words you used but couldn't get it right. I read the sentence several times after reading your explanation, but まだ何となくピンと来ないです。。

As you say, cheques are not very common in Japan, so I guess there are few specialists for it even in the branch that can deal with cheques.
By the way, Japanese banks are so old-fashioned? I didn't know that. Every British bank had 24-hour ATMs when you were in high school? Wow, that's amazing!

I understand what you mean, David. I also thought why they can't do anything with your cheque at the second branch when I read your commnet. It sounds that you went to two different banks. They have a network system, so it seems to be possible to deal with the cheque at any branches. As for taking a long time, even at a big bank's branch, this type of dealing might be uncommon for them. I'm sure that they should know how to do, though.

I agree with jazmin, as the same as Tomo's husband does. I also feel sorry for customers sometimes. After "Private Information Protection Law" has started, I have to work along it as well.
For example, a customer has visited my office several times and I remember her/him well. But I have to ask her/him if she/he has any identification with her/him photo, and I have to write down its number.

もし、お金が足りなくてもつぶれないと言いたいのなら、公的資金によって再生されるので、つぶれないということなのでしょうか？上の文章はそう訳したのですが。

日本の銀行システムがオールドファッションなのかどうかは分かりませんが、（日本でも、イギリスでも銀行で特別な事を頼んだ事がないので）日本のATM や、ジュースの販の売機はむき出しに出ているので、盗って下さいと言わんばかりの置き方だと思いました。（ATM がブルドーザーかなにかで引っこ抜かれている映像を見た事があります）

自動ドア（回転ドア）は、子供がそれによって挟まれて死んでしまうケースがあるんですよね。それで、遅いのかも？遅すぎて挟まれたのかも？エスカレーターもイギリスの方が速いらしいです。でも、空港とかにある動く歩道はイギリスでも歩いた方が速いと感じました。

ごめんなさい。ここの部分は訂正します。ブランチでは口座がないのでそこでも扱えなくて、２週間かかるけど、Davidの契約銀行（ブランチ先）で扱ってもらえるんですよね。結局その時チェックは預けたのかしら？もし、扱ってもらう事ができていて、そのお金をDavidのメインの銀行に送金できないなら、ちょっとDavidの言うようにおかしい気がします。

I bought "人形焼き、ロールケーキ、角煮まん、イカしゅうまい" at the "おめざフェア". (I have forgotten the names of their shop, though.) Everything was delicious, but the best one was "人形焼き". The name was "虎虎焼き（ことらやき）". It was honey-flavored. (I like honey!)

Hi everyone,

I am going to Tokyo tomorrow, so I won't be able to do another entry this week. Thanks for all the interest in my banking adventures! Just to clarify - the first place I went to was the branch where I have my account. They said they could not accept the cheque. The second was a bigger branch of the same bank. They said that because the system is changing, they couldn't accept the cheque for another two weeks. It took them 45 minutes to tell me that they couldn't accept it. The result is that I have to go back to the second branch again in two weeks' time.

言い換えれば、イギリスの銀行はもう今の時点で、政府からの援助を受けてしまってるってことだから、（イギリスに比べれば、日本の銀行の方が良い状況にあるよ。）

この文の前に日本の銀行への不満を書いてますよね。Davidは不満だけじゃなくて、良い点も書こうと思って、At least　（少なくとも）をつかって、「少なくとも、日本の銀行は、、、つぶれない」という文で、日本の銀行のいいところを言いたかったんだと思います。

そっか、紅葉はまだなんだね。。。こっちは雪の便りだというのに。そう考えると日本も広い！持論では、北海道人（道産子）の方が寒がり。関東の家の中は寒いもん！（笑）
以前友達の家に行った時、トイレに小さい温風式ヒーターがあって、家の中で一番暖かかった思い出が。。。

I haven't seen you for a long time. I went driving to Niigata, Sado and Shinshu with my husband in middle last month.
In Sado, I've viewed the sunrise and sunset of the Sea of Japan. In Shinshu, I went to Kagami-ike pond to view the colored the Togakushi peaks in morning mist. It was so beautiful and grand.
