Consumption Tax
Hi team,
I'm sure you have been following the news about the government's plans for raising consumption tax (消費税)to 10%, and I was wondering what you all think about it. Actually, the same debate is going on in the UK at the moment. In Britain, consumption tax is called VAT (Value-Added Tax), and it is currently 17.5%. Believe it or not, the new government is now talking about raising it to 20% from next year! Nobody knows yet whether this will actually happen, but the new budget will be announced tomorrow, and the newspapers have been speculating that a rise in VAT will be one of the announcements.
The reason for the proposed changes in the UK is much the same as in Japan - the country is hopelessly in debt! The current British government are saying that if we don't cut spending and raise taxes now, we will end up in the same position as Greece. I know that there are some people in Japan who think that there is a danger of that happening here as well.
Personally, I was hoping that the rise in consumption tax in Japan would not happen until after I have saved enough money to buy a house, but the way things are going, I suspect the tax rise is going to happen in the near future. Like most people, I don't mind paying tax, but it annoys me to see so much money being wasted in Japan. If the government does decide to raise taxes, I hope that they will also work on cutting down on some of this incredibly wasteful spending. A good first step would be getting rid of some local government workers. I used to go out with a girl in Sapporo who worked at the city office on a six-month temporary contract. On her first day, she was told off by her boss for working too quickly. He said, "This work has to last you until 5 p.m., so there is no point in hurrying." I hear that this kind of attitude is common among 公務員.
Of course, in Britain as in Japan, the big worry is the effect that all of this is going to have on unemployment. I think I am right in saying that Japanese people have one of the highest levels of personal savings in the world, but British people have one of the highest levels of personal debt, and if they lose their job, there are many, many people who will simply go bankrupt. Actually, there are thousands and thousands of people who are only able to pay their home loans (mortgages) because the interest rates are so low at the moment. If prices start to rise (as of course they will if the government raises VAT), then inflation becomes a danger. If that starts to happen, the Bank of England will raise interest rates, and tens of thousands of people will no longer be able to pay their mortgages. That would be a disaster for the country.
Unfortunately, British people are nowhere near as sensible as Japanese people when it comes to managing money. Traditionally, house prices go up over time in the UK, so people often borrow much more than they can really afford because they think that they will be able to make more money when they sell the house. Of course, if the price of houses goes down, these people end up in deep trouble.
Anyway, this is an issue that affects all of us, so I'm interested to know what the Japanese public think about the issue of raising consumption tax to 10%. Do you think that it will really happen? When? Would you support this change?

Sorry for my late comment to the last entry. Thank you for your feedback and answer to my request for the summary of the discussion before the last week. I see, communicative exercises are good themselves, but if neither students' input nor teachers’ feedback was not enough to meet the purpose..., it might be a real waste of time. As for today’s topic, it’s the most difficult filed for me. I'm worried to face to the rise in consumption tax because I have little salary or saving, however, I know Japan is hopelessly in debt, so we will have no choice. I think they have put it off till the last minute. In my opinion, they should have done it much earlier than having made highway free of charge or some other funny things. Besides, I really hope the salary of politicians cut down and the price of cigarettes goes up, say around 1,000 yen a packet(lol).

Hi everyone,
Have you heard of “the Young Americans”? They have been doing the International Music Outreach Tour around the world and now you can join this in Japan this summer. Last week, 45 members #18-25 years old#, 3 directors and some staff visited a university nearby my place and did 2-hour-workshop in the gymnasium. About 180 kids of elementary, junior high, high school and junior college joined this. We, observers were also excited to see how they were preparing for a 30-minute-show only for 2 hours. First, the members showed us the performance. Next, all of children got into around 40 groups and watched each leader dance and sing, soon after, they did the same things. Then, number of group often changed like making 3 groups of different ages, 2 groups of boys and girls, and any other numbered groups depends on the dance and song. They suddenly came to observers’ seats and looked for someone, “Does anyone know this song?” If you knew the song, you would be on the stage too. Children and the youth were so great that they learned lots of repertoires soon. After 2 and a half hours later, the show started. That was fantastic! They involved us too. We had a chance to sing and dance with members holding hands. After the show, all of kids seemed really satisfied. Two members and two Japanese college students stayed with us at the night. That’s a night to remember. If they visit your place, I highly recommend your children and you will try this workshop. You will never regret.:)

About the topic, it's difficult for me, who is not good at politics, to convey my thoughts.
Hey, It's difficult even if I do in Japanese.
I'm not support the consumption tax raise but, I guess, It's inevitable from the point of Japan's current financial situation.
I don't want them, politicians, to waste our money as David mentioned.
Because most of us are not so well-off now.
I can't forgive that our tax money will spend for politician's own advantages behind the scenes.
Mr.Hatoyama declared several plans which make our life much better in his manifesto when the leading party changed from LDP to The Democratic Party.
He tried to find out all the wastes and cut them down.
And he accomplished some of his plans, child allowance money, no tuition fee for public high schools.
But the things were not so easy, he failed in Okinawa issue.
In Britain, VAT might be raise to 20% and it is going to be decided tomorrow.
I learned that the situation is as hard as ours in Britain too, from Dvid's blog.
Does the VAT raise is one of David Cameron's or The Conservative Party's tactics?
In Northen Europe, people pay high tax but they can get very good social services for free.
Anyone can get those services fairly.
In those countries, people are highly approve the goverment.
So I don't think such a tax system go well in Japan
Anyway, If the tax will be raised, I hope politicians will use our money fair and square!
David, I hope the the tax raise will waite until you buy your house.

This week's topic is very difficult to discuss even in Japanese!
I'm not happy about the government's plans for raising consumption tax to 10%, but without doing this , how can the government afford to squeeze the money,the budget.
I support Kan's plans and according to the newspaper, his plans will (be going to) be effective in a few years not now.
Since the Hatoyama administration started last year, his Cabinet has been tackled with a lot of problems and proposed welfare policies such as child allowance, but it is true Japan's deficit is enormous and it is very difficult( or impossible# to squeeze money.
If Hatoyama had continued his administration and Ozawa had still power behind, this issue would not have been put on the table as manifesto. Some of the DPJ#民主党)members and Social Democratic Party(社民党) oppose the tax increase. I'm wondering how they intend to solve the problem of Budget deficit.
Anyway, I expect this administration to use revenue wisely.

By the way, three players from Nagoya Grampus Eight,Narazaki,Tamada and Kennedy(from Australia), are now in South Africa. I wish I could see them do a good job!

Anne, Sam, I like the current team best of all because they are all powerful (and handsom). I like all, but my favorite player is Nagatomo. He is small but has a great guts. I'm originally from Shizuoka pref., I'm going back to my hometown tomorrow morning for my grandmother's 13th ceremony. I'm very happy to meet aunties, uncles, cousins and their children. I'm also looking forward to going to a hot spring together with them after the ceremony.:) See you on Saturday.

I just meant that Japanese people usually do call a one-week holiday a "long vacation." I remember my friend Aoki san had a "refresh kyuuka" after he had worked for his company for 20 years, and that was just one week! I was very surprised when he told me. I thought it would be a couple of months.

raising consumption tax to 10%, considering huge deficit. My husband is a recipent of pensions, though he works three days a week. Except necessities and groceries, 10% is O.K. But for necessities an groceries, I'd like the administration let the consumption tax to be 5%.

Hi everyone,
Rise in consumption tax seems unavoidable in Japan as well though I don’t support this idea. I just wonder how the government could have piled up so many debts for us. If most countries are in debt, where did the money come from? I wonder, are there countries not in debt, or the creditor nations? I can’t stop them raising the tax, but I want to be shown how they spend the money and some practical policies on social walfare. Although the Democratic Party is trying to cut off the wasteful spending, it’s not enough at all, I’m sure there are still enormous money being wasted right now.
Also, I have the same concern as David, if the price is raised, people will be more careful of spending their money, sale amount gets down, stores and factories have to cut the labor cost, and many people will lost their jobs. That will lead to a long term recession again.
Japan’s economy hasn’t recovered from last economic crisis yet, the unemployment rate still keeps high, many people are struggling for life. So I really hope that tax hike will be put off at least in 2 years. Just my hope.

I've been busy and stayed up late at night to watch World Cup recently, so lack of sleep makes me sleepy for the last several days. Nevertheless, I enjoy watching soccer games every day. I will try to watch the game; Japan vs Denmark on Friday!

Anyway, I don't mind to pay tax if they use it properly and fairly, though I'm still not happy.:-(

As for the word"squeeze", when I wrote my comment, I wanted to express the nuance"何とか捻出する" and then words"squeeze" and "subsidize" came to my mind. I used "squeeze", but I've never used either of them and didn't check the usage of this word, so I'm not sure if it fits here or not.
Actually there are a lot of meanings in "squeeze." I'm afraid it could be the opposite meaning.
This word originally means "squeeze a sponge and water comes out."

As for the government's plans for raising consumption tax to 10%, I'm not happy about it at all even though it would be easier to calculate the tax we have to pay when we buy some things. I also see on TV that so much money is being wasted in Japan, and it really annoys me. What are they doing with our money? They should cut down on wasteful spending before they raise taxes. They don't know how to use money or how to make ends meet with the money they have. I can't trust politicians. They are hopelessly stupid!

Today is a historic day. Japan went thorough first round in World Cup.
As for topic, I think the government need more money because demands for public service are increasing. The number and quality of services they should do is definitely larger than few decades ago. But, as other members said, raising consumption tax is not the way they choose first to earn money. These are too many wastes. Government must take effort.

Actually I'M NOT interested in soccer and NOT a fan of it. My husband and little son woke up around 3 o'clock and watched it, while I was dreaming in my bed. Anyway Good job for Janan team!! Good luck to final tournament.
As someone said, children allowance and high school free tuition is not necessary. The pension isn't raised at all, so my amount of income is decreasing. In such condition, how come will the Gvermnt raise the consumpution tax?

I wached the soccer game Japan vs. Denmerk this morning. The Japanese win made me happy because South Korea had already decided that it would go to the second stage.
In my impression, especially in sports, South Korea regards Japan as a rival.
In the next stage, Japan is going to have a game agaist Paraguai, and South Korea is going to have another game agaist Uruguay.
As you know both of two countries is Latin America.
I think it's very interesting. I feel somthing like fate.

Hi all,
I'm back from my hometown (thanks for messages to me)! I didn't see all the game at the real time, yet I'm too sleepy to be keeping my eyes open now. Many of you who watched the whole game and worked today without taking a nap, have a good sleep tonight and have a nice weekend. Good night.

Hi David and Everyone,
I've been in a good mood since this morning.^^v I got up just before the kick-off and I tried to take a short nap after the game, but I did only a little bit. I was getting sleepy after having lunch, but I had to attend a meeting this afternoon. I really struggled to keep me awake during it, as you can imagine!
Anyway, I hope I can stay up for the game: Brazil vs Portugal tonight.;-)

Virginia, I hope and pray that youve been reading the other posts regarding your comments This healthcare bill is another step closer to Socialism, and the Chicago Politics by this Administration .. Do you wonder why Rohm Immanuel is taking the Blue Dog Democrats to the woodshed for an arm-breaking meeting? Many of the Democrats are not onboard this plan, and they are looking out for themselves in the 2010 elections .. Americans are rising up against this bill and Congress!! Any Politician who votes FOR this bill, will pay a price at the polls next year! Hopefully you watch TV and see how upset Americans are .. and they are NOT Manufactued, Astroturf citizens Were from all over the Country .. How can so many Patriotic Americans be so upset over this bill, you ask ? Because its akin to patient dumping . We will be told how to manage our healthcare by the Govt., instead of our Doctors and what treatments the Govt. will pay for .. So, if you need a hip replacement when youre 85, youre too old, and pain pills will be your only choice . You will be old one day, and I hope you realize now what it could mean to YOU, as you age Your vote for this bill will affect everyone in YOUR family as well from your ageing parents to a child born with a birth defect .. The Govt will decide who can live and who wont its just that simple Whatever decision you make, make it an informed, educated one As I said in an earlier post, I dont have health insurance for myself .. but this plan would NOT be a public option for me

Hi David and everyone,
I am happy to report that I am taking a vacation next month. As I mentioned before, I haven’t taken a long vacation since 2008. I am going back to Okinawa for a week. Also my sister is coming back from the US with her two daughters next month and they will be staying in Okinawa for 9 days and in Tokyo for 4 days. I am pumped about that, especially meeting new baby girl. She was born this February, so she is just four months old. I can’t wait ;-)
Speaking of this week topic, sorry but, I am so sleepy to write about it, so I will write a comment later.
